This report describes the results of an investigation into instruments for the measurement of total organic carbon (TOC) in emissions from gasoline Vapour Recovery Units (VRUs) at distribution terminals. This covers equipment for potential use in fixed installations for Continuous Emission Monitoring (CEM), and on a temporary basis during compliance testing.
The investigation detailed in this report was commissioned by the Energy Institute's Distribution and Marketing Committee to provide terminal operators with information on the ability of a range of instruments to meet specific operational requirements. The investigation involved field trials (of one type of instrument which was considered to be closest to meeting the desired operational requirements) and compared data from that instrument with those from instruments in current use.
